The pact aims to open up Chinese markets to more U.S. companies, increase agricultural and energy exports, and better protect U.S. technology and trade secrets. China has committed to purchase an additional $200 billion in U.S. goods and services by 2021, and is expected to ease some of its tariffs on U.S. products. Energy accounted for only 8% of the total assets covered by the first phase`s purchase obligations, but its objectives were particularly questionable. Bloomberg reported that it was only after the signing of the agreement that the government learned from U.S. industry that it did not lack production capacity to meet the targets.10 In addition, the assessment of U.S.-China trade relations on the basis of a significant expansion of fossil fuel exports – whose targets include only crude oil , liquid natural gas, coal and refined products – ignores global concerns about climate change. To be clear, Chinese leaders bear full responsibility for their ruthless nationalist action along their periphery and their brutal repression in their own country.
However, Beijing`s decisions to move in its current direction were made by its confidence in Trump`s narrow focus on trade and its interest in not letting other issues hinder the conclusion of an agreement or derail the implementation of the agreement. At the international level, the ultimate goal of the Trump administration`s trade war is to change China`s trade policy, while tariff enforcement and the negative economic effects of the trade war have also been criticized. Among U.S. industries, U.S. companies and agribusinesses opposed the trade war, although most farmers continued to support Trump. Some U.S. politicians disagree with Trump`s tactics, but most agree with the goal of putting pressure on China.  At the end of November 2019, none of the leading Democratic presidential candidates said he would eliminate tariffs, including Joe Biden and Elizabeth Warren, both of whom agreed that the United States must deal with what it sees as China`s unfair trade policy.
 Former Vice President Joe Biden said, “As Trump wages a damaging and unpredictable trade war with no real strategy, China is positioning itself to lead the world in the field of renewable energy.”  Other Republican senators have made more mixed statements.
